Vice Chairman of the Ho Chi Minh City People’s Committee Dương Anh Đức speaks at the opening ceremony of Lifelong Learning Week 2023.

The 2023 Lifelong Learning Week aims to promote a strong culture of learning across all social strata, raising public awareness of the importance of self-learning in the digital era. This approach brings about valuable opportunities for change, access to global knowledge, and enables everyone to pursue learning continuously—anytime, anywhere. It expands not only the scope of education but also the methods, spaces, and formats in which people can learn.

Speaking at the opening ceremony on October 2, Vice Chairman Dương Anh Đức emphasized that this year’s Lifelong Learning Week carries a powerful message: accelerating the integration of digital technology in all aspects of life to enhance knowledge, skills, and qualifications.

Emphasizing the role of self-learning for every citizen

According to Mr. Nguyễn Văn Hiếu, Director of the Ho Chi Minh City Department of Education and Training, the city is moving toward adopting globally integrated, advanced educational models. This direction lays a strong foundation for the application and growth of information technology and communications, aiming to develop Ho Chi Minh City into a smart city where each individual is both a digital citizen and a lifelong learner on a global scale.

For working adults, learning helps meet job requirements, improve performance, and foster sustainable personal growth. For older generations, continued learning offers the chance to keep contributing, live a joyful and healthy life, and increase longevity. For all adults, learning is essential to stay updated, avoid falling behind in an ever-evolving digital society, and remain equipped to meet the demands of modern life.

Deputy Secretary of the Ho Chi Minh City Party Committee Nguyễn Hồ Hải, Vice Chairman of the People’s Committee Dương Anh Đức, and other delegates attended the opening ceremony.

In this initiative, local authorities and mass organizations work closely together to enhance public communication and innovate methods for raising awareness through mass media on the importance of building self-learning capacity in the digital era. This joint effort aims to expand lifelong learning opportunities for all citizens.

The Ho Chi Minh City Study Promotion Association continues to scale up successful learning models such as “Learning Families,” “Learning Lineages,” “Learning Communities,” and “Learning Units” at the ward level—integrating these with initiatives to strengthen self-learning skills in the age of digital transformation.
