CITYLAND GROUP JOINS HANDS IN ORGANIZING THE SEMINAR “TURNING INTO REALITY THE PROJECT TO DEVELOP AT LEAST 1 MILLION SOCIAL HOUSING UNITS”

On October 19, 2023, in Hanoi, CityLand Group proudly partnered in the seminar titled “Turning into Reality the Project to Develop at Least 1 Million Social Housing Units.” The event was co-organized by the Ministry of Construction and VTC Digital Television (under the Voice of Vietnam) with the goal of providing an objective and comprehensive evaluation of the project’s current implementation. The seminar also aimed to identify practical solutions and accelerate the project’s progress.

The seminar welcomed the participation of: Mr. Nguyễn Thanh Nghị, Member of the Party Central Committee, Minister of Construction. Mr. Đỗ Tiến Sỹ, Member of the Party Central Committee, General Director of the Voice of Vietnam. Leaders from VTC Digital Television. Representatives from the Vietnam General Confederation of Labor, the State Bank of Vietnam. Leaders of provincial and municipal People’s Committees. Representatives from the Vietnam Real Estate Association. And senior executives from leading real estate corporations and enterprises across the country.

Seminar Overview

Delivering the opening speech at the seminar, Minister Nguyễn Thanh Nghị emphasized that housing is a fundamental human need and one of the basic rights enshrined in the Constitution. Over the years, the Party and the State have consistently paid special attention to housing development, issuing various policies to meet the growing demand across all sectors of society — particularly for policy beneficiaries, low-income groups in urban areas, and workers in industrial zones.

Minister Nguyễn Thanh Nghị’s Opening Remarks at the Seminar

In his address, Minister of Construction Nguyễn Thanh Nghị stated that alongside the Law on Housing, the Law on Real Estate Business, the National Housing Development Strategy, and support programs for new construction and renovation of homes for policy beneficiaries under various Prime Ministerial decisions, Vietnam now has a relatively complete legal framework. This framework provides solid support and incentives for enterprises to participate in developing social housing and workers’ housing in industrial zones.

Thanks to these efforts, 312 social housing projects in urban areas have been completed nationwide, delivering around 158,000 units with a total floor area of over 8 million square meters. Additionally, 418 projects are currently underway, aiming to construct approximately 432,400 units with a total floor area of about 22.57 million square meters. However, the Minister acknowledged that these results still fall short of the targets outlined in the National Housing Development Strategy for the 2010–2020 period.

In his remarks, Mr. Đỗ Tiến Sỹ – General Director of the Voice of Vietnam – emphasized that the seminar was one of many initiatives aimed at contributing both theoretical and practical insights to help realize the National Housing Development Strategy for the 2021–2030 period, with a vision toward 2045. This strategy introduces new requirements and directions for social housing and affordable housing for workers, focusing on price points that align with the financial capabilities of low- and middle-income households. It also seeks to foster a sustainable residential real estate market.

The seminar featured two main discussion sessions, focusing on the themes: “One Million Social Housing Units – Expectations and Realities” and “Mechanisms to Unlock and Accelerate Social Housing Development.” The discussions offered practical, breakthrough proposals to support the Ministry of Construction’s goal of building one million social housing units by 2030, in alignment with the broader objectives of the National Housing Development Strategy 2021–2030, vision to 2045.

Speakers Share Insights During the Seminar

According to experts at the seminar, one of the most crucial factors in achieving the goal of developing social housing is the need to focus on formulating and finalizing policies related to social housing in the draft amended Housing Law. This includes addressing existing challenges and policy bottlenecks, ensuring land allocation and preferential credit sources for social housing, supporting homebuyers and rent-to-own tenants, and encouraging greater private sector participation through socialized investment in social housing development.
